Why is it that the Silk Hope /Sav Festival Outlet Ctr Bus only the inbound downtown bus goes into Chatham County Detention Center at these times?

What about the people that comes from town a need the bus to go to work out there or people who want to go and visit their people at the jail? You wouldn't be able to get there at 9:00 am When visiting hours start. So what is up with that?
